IELTS Writing Task 2 Topic: Should governments provide universal access to clean water?
Model Answer:
In today's world, access to clean water is a fundamental necessity for the well-being of all human beings. The question that arises is whether governments should be responsible for providing this basic need universally. There are strong arguments in favor of both the public and private sectors taking on this responsibility, but ultimately, it is the role of the government to ensure the welfare of its citizens. In this essay, I will discuss the reasons why governments should provide universal access to clean water and examine potential alternatives, such as the role of private enterprises.
One of the main reasons that governments should be responsible for providing clean water is to protect public health. Access to clean water is essential in preventing waterborne diseases like cholera, dysentery, and typhoid. Providing universal access to clean water would drastically reduce the number of people affected by these illnesses, resulting in a healthier population overall. Additionally, investing in clean water infrastructure can help avoid water contamination from industrial pollution and agricultural runoff, which are significant contributors to waterborne diseases.
Furthermore, governments should provide universal access to clean water as part of their commitment to social justice and human rights. Clean water is a basic necessity for survival, and denying it to certain groups of people can perpetuate social inequalities. By ensuring that everyone has access to clean water, governments can reduce disparities between different communities and promote social cohesion.
While there are arguments in favor of the private sector's role in providing clean water, it is unlikely that these companies would prioritize the needs of marginalized populations. Private enterprises may be motivated by profit rather than the well-being of all citizens, leading to a concentration on wealthier areas and neglecting those in need. Governments, on the other hand, have a responsibility to protect and serve their entire population, making them the most suitable entity to guarantee universal access to clean water.
In conclusion, it is the responsibility of governments to provide universal access to clean water for the sake of public health, social justice, and human rights. While private enterprises may play a role in ensuring clean water availability, they cannot be relied upon to prioritize the needs of marginalized communities. Governments must take the lead in addressing this basic necessity to create a healthier, more equitable society for all citizens.
