Some argue that it is the responsibility of governments to ensure this basic necessity is available to all citizens, while others maintain that it is not within their scope of duty and that private sector intervention is more effective. In this essay, I will discuss both perspectives and provide my own viewpoint on whether or not governments should be responsible for providing universal access to clean water.

On one hand, advocates of government involvement in ensuring clean water access argue that it is a fundamental human right. They believe that access to clean water is essential for maintaining good health and sustaining life. In many developing nations, lack of access to clean water leads to the spread of waterborne diseases, causing significant morbidity and mortality rates. Governments have a responsibility to protect their citizens from such threats, which can only be achieved by providing them with clean water resources. Furthermore, critics of private sector involvement argue that it may not always prioritize the needs of marginalized communities, leaving them without adequate access to clean water.

On the other hand, proponents of private sector intervention believe that governments should focus on more critical issues like national defense and economic growth, rather than providing utilities such as clean water. They argue that the private sector is better equipped to deliver these services efficiently and cost-effectively. For example, private companies can leverage innovative technologies and advanced infrastructure to ensure a consistent supply of clean water. Moreover, these companies can recoup their investments through user fees, ensuring long-term financial sustainability.

In conclusion, while both government intervention and private sector involvement have their merits, it is crucial for governments to play a pivotal role in providing universal access to clean water. Ensuring access to clean water is not only a moral obligation but also an investment in the health and well-being of a nation's citizens. Governments should collaborate with the private sector to develop sustainable solutions that cater to the needs of all, especially marginalized communities. In doing so, they will not only fulfill their duty as custodians of public welfare but also contribute significantly towards building a healthy and prosperous society.
