This approach encourages self-reliance, which can result in increased motivation and innovation. Moreover, by recognizing and addressing the unique needs of each person, governments can foster a more inclusive society where everyone has an opportunity to thrive.

On the other hand, prioritizing the collective can lead to a more stable and cohesive society. When the well-being of the entire community is considered, it can result in better distribution of resources, improved public services, and overall social harmony. This approach also allows for the protection of minority rights, which may not always align with the interests of the majority.

In conclusion, while the needs of individuals are important, it is ultimately more beneficial for governments to prioritize the collective. By doing so, they can create a stable, harmonious society where everyone's basic needs are met, and minority rights are protected.
