This essay will discuss two contrasting perspectives - those who believe that international agreements are crucial for combating climate change, and those who argue that individual actions and national policies are more effective. By evaluating both views, we can form an informed opinion on the matter.

On one hand, it is argued that international agreements play a significant role in mitigating the effects of climate change. The primary reason for this viewpoint is the collective effort that these agreements facilitate. For instance, the Paris Agreement, signed by 196 countries, aims to limit global warming to well below 2°C above pre-industrial levels. Through such agreements, nations can collaborate and share resources, knowledge, and technology to address climate change effectively. Moreover, international agreements often set binding targets for carbon emissions reduction, which encourages participating countries to enact domestic policies that align with these goals. For example, the European Union's Emission Trading System (EU ETS) is designed to limit greenhouse gas emissions from participating countries and industries.

On the other hand, some argue that individual actions and national policies are more effective in combating climate change. This viewpoint asserts that relying on international agreements can be ineffective due to varying commitments and differing priorities among nations. Additionally, loopholes and lack of enforcement mechanisms in these agreements may allow countries to evade their responsibilities. Ultimately, both perspectives hold merit, and a combination of international agreements, individual initiatives, and national policies is necessary to address this pressing global issue effectively.
